PD or Receive Date for Processing??

Now that the EB2 India for April is open to PD. <= Dec. 2003, does anyone know how USCIS allots GC within this. Since there are quota restricted availability, if they do not strictly comply with PD to prepare the allotment list order, one can see all kinds of approvals and waiting (eg. Nov. 2003 case approved and
Jan. 2002 still waiting).

RD for processing

ZLXC2Y,

I have been told by few I/O's at USCIS over the phone that they always follow RD for processing. So I guess PD is just to allow you to enter through the door, once you are in; it is by RD.

Having said that, we all know that USCIS does not always follow FIFO based on RD also so I guess its just wait and watch for April 2008 for all of us who will be current then.
