PD in Oct-98 RD&ND in Sep-99 guy gets an FP Notice on 8.1.00 Is it possible? It has happned.

How long does it take for a non-electronic finger print card to
reach FBI ? Its more than two weeks and FBI haven\'t received it.
They asked me to call VSC to check if they were sent to FBI.
VSC IIO says they just can\'t verify the status of finger prints
until they receive FBI response. I was told at ASC newark
that FP card will be sent to VSC first and then to FBI and
back to VSC. is this true ? Experts pls. comment.
