I got my passport stamped on Oct 12, 2000. The procedure is very simple and experience is smooth, but it is time consuming. Here is the sequence of events:
1) Arrived at the office about 745am
2) Got the pictures taken at $9/for 2 pictures.
3) Went thru the security check(similar to airport) and went to Rm.100 and window 5.
4) The lady asked to the letter(original) and then she will issue the ticket for C(Replace Card) processing.
5) From this point, you basically wait for your turn, which is about 20 minutes per application once it starts(you know what I mean).
6) The INS officer at the counter will ask you for your original letter.
7) On the back of the pictures write your name, A# saves time.
8) Submit the photographs and the passport, EAD(latest), Advance Parole(latest).
9) They will take away the EAD and ADv. parole.
10) You will be finger printed on I-551 twice and asked to sign.
11) Then INS officer will stamp your passport with temporary green card valid for 1 year. This temporary stamp is nullified as soon as you receive your actual card.
12) They will tell you, it takes about 6 months max. for the card to arrive.
That is it, the processing is complete. The staff is very cordial and friendly.
