Passport delivery Delay Please HELP !

My in laws got approved for visitor visa at Delhi consulate on 8/31. My father in Law got his passport delivered on 9/5. For my mother in law the status on the VFS says.

"Your passport has not been handed over to VFS. Kindly contact our regional call centers or call our toll free no. 18004 25 0025 for further queries"

I'm really worried about this situation. Why one passport was delivered and the second one not. Any suggestions?
 
they should just go ahead and call as stated, it may just be a minor matter requiring answers to few questions.
 
When we call the Phone number mentioned in the message, VFS customer service agents pickup the phone and say we did not got your passport from embessy. Any suggestion?

Did both of them get their passports back? If so what was the reason for the delay?
