Passport Cancel Stamp Urgent! Please Help

My wife became US Citizen in 2008 and her Indian passport was stamped "Cancelled" when we applied for her OCI in 2008. Now we want to apply for our minor son's OCI and Travisa Chicago is saying we need "Cancelled due to acquiring US/Foreign citizenship" stamp in her passport and without that they will not process our son's OCI application. Do I need to send her passport again for cancellation or is there a way to convince travisa that the "cancelled" stamp in her passport is sufficient. It's urgent because we are going to India end of Nov and time is ticking for us.

can we travel with cancelled passport which was cancelled 20 days ago

My sister got citizenship in july2012 and she surrendered her indian passport in sept2,2012.now she has to go to india in an emergency and they closed in the weekend.My question is can she travel with that passport as it has been cancelled 20 days ago.

To the first question, I suggest you show Travisa your surrender certificate too.

The second, NO. No airline or government will accept a passport that has been cancelled. She has to get a visa. If she has proof of the emergency, they you might be able to get them to open up. Maybe, she should just go to the consulate or embassy and stand outside the door. My mom did this in SF when she needed to go in an emergency.
