Parents of US Citizens/Interview

Hello Everyone:

I need some clarification on dates for Preference Category : IR5 - parent of US Citizen. My mother was sponsored by my sister (US Citizen) last year Feb. Yesterday, she received a letter from NVC with the case Number and saying that the case has been forwarded to Consulate General of United States, VISA UNIT Mumbai, India.

I was checking current bulletin at http://travel.state.gov/visa/frvi/bulletin/bulletin_3236.html and it says Family based 1st category for India is 01JUN01 ... got some questions below?

1. Is the Family based 1st category same as IR5 preference category ? I thought the IR5 category is always current or is it at 01JUN01 for India now?

2. Approximately what is the time frame one can expect an interview? And will it be at Mumbai, India or Chennai, India?

3. Can my sister accompany my mother in her interview ?

4. Does my sisterneed to submit I-864 again, this was mailed earlier about 6 months back to NVC.

5. When do we have to fill the form DS-230 Part 2?

A1: Always current since there is no numerical limit
A2: Depends on the consulate load. The whole process should take around 12 months
A3: Your sister may accompany your mother, though it is not mandatory
A4: If requested, she will need to submit a fresh I-864
A5: I believe that is submitted when an applicant is interviewed
