A friend of mine is overseas and his parents are now US citizens. He is married, can they apply for him and his spouse? If so, what is the petition and is that one of those that takes 10 years? Does anyone know?

I think (I hope) everyone here knows it... or, at least, they know where to look for the dates.
Yes, a citizen parent can apply for a married son (the spouse and children would be beneficiaries in the case). The form to file is I-130. You can get info at www.uscis.gov.
