My mom entered US last week and was given a 6 month stay until May 21. She may have to return home after a month of stay in US i.e. around Dec 25.Can she re-enter US in Feb 2009 and hope to stay on for at least May 21?

The rulebook says that the person cannot stay for more than 6 months in a year. So does that mean that she will be allowed to enter US and probably given at least 5 months to stay on re-entry? I have not seen such a case being discussed on this forum and in practice, I doubt that immigration guys are going to make a calculation of how many days can she stay?

There is no such rulebook. Having said that, no visitor should spend more than 6 months in the US during any rolling 12 month window. That person can hardly be called a visitor then. Your mother should be fine upon her re-entry, though there never are any guarantees.
