Overseas Birth Registration

Only US citizens parents may register overseas birth of their kids, right? So that means if someone has the consulate report of birth on hand, that means they are US citizen, right?

How about green card holders?

If the child travels to the US within 2 years after the birth, is accompanied by an LPR parent, and it is that parent's first trip to the US after birth of the child, the child becomes a PR right at the border. A birth certificate is needed.

So what it means is the LPR parents need NOT register birth of the kid to overseas consulate right?

Second question is if someone has the overseas consulate report of birth on hand, that person should be 100% US citizen since ONLY US citizen parents can register birth with the consulate right?

Thanks Joef, mind checking out an URL about your "maybe or may not be" thing? My bet is if parents were able to register the birth of his/her kids with the consulate, then the kid should be citizen right?
