Overlapping J1 2 year rules

Does anyone know how overlapping J1 2 year rules are applied?
  • First J1 visit: Completed 2 years in my home country (cumulative).
  • Second J1 visit: Did not complete 2 years and came back on F1.
The second visit was within the two-year period of the first visit so the two-year periods overlap. But I have still completed cumulative two years (not counting the days for the second visit) for the first visit.

In this case, does anyone know if I only need to apply for a wavier for the second visit since I completed the two years for the first visit?
