Over 21 brother - can he come with parents

My wife is US Citizen, we filed I-130 for her parents about a year ago. At that time her brother was 23 unmarried so we did not file for him (on purpose). Does the new law state that if we would have filed for him, he would have been able to come with the parents?

My research shows that he had to be under 21 at the time of filing, which we could not do since my wife was not US Citizen at that time.

Another twist is that he is thinking about getting engaged and becoming married.

So now we have several options, which option is the best?
1. File a new I-130 for him now
2. File a new I-130 for him after he is married (may be 6 months later).
3. File an I-130 based on my in-laws (They will be able to come here and get a green card in 6 months or so).
4. Cancel my In-laws current file and file a new I-130 for my in-laws and my wife's single brother.

I know that filing a new I-130 for him now would take 12 to 14 years. What happens if he is married and has 2 children in the meantime?

Please advice.
