Out of status..?

Hello Friends
My brother-in-law finished his MS in Computer. Now he is OPT
(Optional Practical Training) and working. His OPT is going to
be end soon. He is now looking for an employer who can sponsor him H1-B.

My Question is
1) Does he should have H1-B approval with in OPT expiry date?
2) How many days he can stay here after expiry of OPT?
3) Can he stay in US with H1-B Receipt Date?
4) Anyone in this forum willing to sponsor H1-B for this
extra ordinary guy (topper in almost all academic study).

To stay in status, he has to have a H1 application pending at the INS center before the OPT expires (ie. the application MUST reach Vermont INS by the last date of the OPT).

If he doesn’t have an application pending, a 30-day rule may apply for him to leave the US or apply for change of status. If the H1 appl reaches Vermont INS after the expiration of the OPT, expect a RFE!

A person on OPT(F1 status) has a grace period of 60 days after the expiration of OPT. Before that 60 day limit, that person's application for change of status(H1, or for that matter anyother status) should reach INS. My friend at the university submitted application 15 days before the end of grace period for H1B and got approved.
The F1 visa has a sixty grace period which surprisingly is not there in other non-resident visas like(H1,L1).
