I think it depends on your qualifications. permanent job with basic qualification helps us to decide about Eb1-OR. .....without permanent job but national interest helps to go for NIW. At the end of day it depends on your or your lawyer's presentations of case. Also an important factor is the officer who gets it...they have basic requirement format ,..........and above that they have their own mind set to accept that......thats why we see so many discrepencies.......
