Options to apply green card for parents and brother

Hi, I am 26 year old US Citizen, My parents and my brother (birth date: Aug
1995 and unmarried) live in India. Haven't applied for their Green Card yet.
My parents don't want to immigrate to the states because they have a family
business. But, they want me to apply for my bother's green card. Wait time
for sibling's Green Card from India is more than 20 year.

So, I want to apply for my parents green card and make them apply for my
brother. Even tho they are not interested in immigrating to the US. They are
willing to come to the US every six months for a few weeks to help my bother
get his green card.

Only my father knows to communicate in English meaning read, write and
understand. My mother can't do any of it. Will this effect the citizenship
process for my mother?

My question is, What is the wait time for green card for my brother, if my
parents apply.
Wait time when my parents apply as green card holders and
Wait time when they apply as US Citizens?

My brother just finished his bachelors, and want to come to the US for his
Masters in Engineering. Will my parents be able to apply for his green card
when he is in the STATES on F1 Student VISA. or Does he need to leave the
country when a green card is applied on his behalf. Or will it effect his
process for H1B, if he wants to do it on his own.

So all in all this is my situation, What are my best options. The goal is to
get my bother a Green card at the earliest. thank you for your help in
advance.
 
You may google and view the State Dept's visa bulletin to get a sense of the wait times involved.

Bear in mind what you suggest your parents do as permanent residents could jeopardize their green cards, potentially affecting your brother's petition. GCs are for living permanently in the US, not for short visits for a few weeks to the US. They have to maintain ties to the US to stay eligible as permanent residents. Have a look at this thread:

Everyone wishes to get family to the US at the earliest, but unfortunately, green cards for siblings is not a quick process.

The wait times you can see on the visa bulletin.
The poster above is correct, your parents risk losing their green cards doing what you suggest and almost certainly won’t meet the requirements for citizenship doing that, it’s not as simple as holding a green card for five years. And yes, there is an English test involved but I doubt it would get that far anyway.
If you are a citizen and your parents have green cards, the chances are very low for your brother to get a F1 as the consulate will suspect that the real intent is to immigrate, which will be exactly correct according to what you say.


IMO you should file for a sibling visa to start the process, and if he happens to get H1 or whatever in the interim and finds a faster way, great.
