OPT: where to apply? Is it too late?

My school is in Nebraska center jurisdiction, and I'm in CA doing my internship.
I'll graduate in December and my internship also ends at the same time.
My employer's going to give me an offer pretty soon, but I've not filed my OPT application...(I'm in big trouble.)

I read about the jurisdiction problem in this forum. Should I apply for the OPT to California center since I updated my CA address to school? I believe SEVIS has my california address. However, I was told if I use internation student service office address in my I-765, it can be sent to Nebraska center. Is it true?

Do you think I can get my OPT by the end of January if I send the application to the California center next friday (Oct. 14)? I'm planning to ask my employer to delay the start date to Feb. 2006. (I'm not sure they're going to approve it though.)

When do other people start their work after graduation? right after graduation? or one month later?

do it now. File with CSC. Use your own address. You will have to specify the start of OPT to fall before 60 day grace period has expired, however, do check with your INternational center, since rules change all the time. If you don't get your card within three months, you can get an interim EAD good for 8 months on the 91st day from the "Date received" on your notice of receipt. you will have to go to your local office for that.
