OPT Receipt date vs Real delivery date

Hi!

I have applied for post-completion OPT last April, and I have just received my Receipt Number.

My application was delivered by Fedex on April 16th to the California Service Center, however the receipt date on my notice is May 2nd.

Is such discrepancy in normal?

I am asking because my start date is July 16th, 91 days after the real delivery day, but well within the processing period if the receipt date is May 2nd.

What are my chances of getting the EAD in time?

But is it normal that the service center put a "received date" 16 days after the effective, real date?

I have heard a lot of folks are in the same boat - getting receipt date 15 days after sending application.

We sent ours on June 20th. I am curious to know if folks who sent files in May and June are still taking 15 days or is it loger or lesser to get the receipt date?

Except mine where I have been waiting 101 days for my EAD (based on F-1 OPT)
