One US citizen giving a birth in other country??

Sorry guys, I couldn't find the info about this.

If mom is Us citizen and giving a birth to baby in other country, what is the situation for baby? Is she going to be Us citizen?

My DIL was born in Germany on the USA military base, she has American birth Certificate but would also be entitled to a German passport. contact the American consulate

Birth Abroad to One Citizen and One Alien Parent in Wedlock: A child born abroad to one U.S. citizen parent and one alien parent acquires U.S. citizenship at birth under Section 301(g) INA provided the citizen parent was physically present in the U.S. for the time period required by the law applicable at the time of the child's birth. (For birth on or after November 14, 1986, a period of five years physical presence, two after the age of fourteen is required.

Unclear, and its not explicitly spelled out in 8.CFR. My guess; probably safe to assume "after becoming LPR".
 
5 years of physical presence. There is no requirement for having spent that time on GC or as a citizen.
