Not dishonesty, little inaccuracy is okay, as one American president said, it saves a lot of explanation .

Hmmm. In politics we call it "spin". When it comes to immigration we call it "inaccuracy" then?
"Inaccuracy" is done unknowingly - most of the time either by unintentional mistake OR failure to obtain 100% correct information.
Knowingly/intentionlly making the information inaccurate is called either "lie" and/or "dishonesty".
