yes, looks geniune. Also it is definitlly a retro affected case..hmm..this is interesting. Lets see if we get few more like this before jumping to any conclusions.
 
Its against the law to approve any case with beneficiary priority date not current at the moment. There must be something which made them consider his/her case for approval
 
Are you all talking about laoyang's case

If you are talking about the case posted in RUPNET.COM.
I see 'Laoyang' is mentioned his/her case as EB2 so he/she is not affected by EB3 retrogession.

Some statistics

Total Aprovals posted in this month : 96
Approvals which should be affected by retrogation : 6

Not sure what to say from this....

Either they are processing the cases which were allready filed and affected by retro
or
they are slow in processing the cases which were allready filed and affected by retro
