old H1

Hi
I had obtained a H1 visa 3 years back which was approved on Oct 2000. Due to bad economy I could not start working since they did not have project for me. I then converted from H4 to F1 and have completed my MS and am on my OPT now which is valid untill end of this year. I have got a job offers but they are unable to process my H1 since H1 cap for the year has already been reached. Now can I use the H1 which was already filed and approved in Oct 2000?
My husband's H1 is reaching the 6 year limit on July 2005. We could not file for GC since his company has stopped processing GC due to bad economy. Since he is currently doing his MS he would need atleast 1 year more after July 2005 to be able to complete his education. What are the options that we could try to be able to get time?
