Ohato memo and EAD, urgent

Hi,
how will this memo affect the processing speed of EAD when I140 and I485 are filed concurrently. I heard according to this new memo EAD's wont be issued until I140 is approved. Is this true. Its Urgent. Some one please
help.

That is not true. I filed I-140/I-485 semi-concurrently. My EAD was approved one month later.

--- first you file only I-140 once I-140 reciept is recieved from USCIS then file I-485 with I-140 filing reciept
