Now, as the last VB of the current fiscal year is out, what are the predictions and possibilities of good news in Oct VB.
Are there chances that EB2 India(01 Aug 06) dates retrogress back or become U in start of the year?
or will there be any more forward movement in dates?
Please share your ideas and predictions.

Here is the piece of data I collected based on DOS archived bulletins.
EB2 India movement during the start of fiscal year:

From this, I see in 2002, 2003,2004 dates were current in September and remained same current in Oct.

In 2005 though, dates retrogressed to Nov-99 in October from Current in September. If new visas were allocated, why wud this retrogress??

In 2006, it moved to June2002 from being U ( which makes us guess that new visas are allocated for new fiscal year and dates moved forward)

In 2007, it remained same at APR 2004 through October and November.

Based on this, do you think current PD of EB2 India 01-AUG-2006 can move few months forward or backward or remain same?

Any guesses?
 
Dates will not be U

The likelihood of dates retrogressing is there, but becoming Unavailable is zero. It seems that the visas of EB1 will flow into EB2 and this will ensure that the EB2 will remain moving forward in fiscal year 2009 and may also become Current at some stage.
 
I see these dates from Oh's site & also from US Consulate mumbai. How can the dates go back by 3 years? It is very strange; if they have people from 2003 now, why did not they have those same people back in Jul-aug-sep; when the dates were taking quantum leaps?

They pushed the dates forward in the last months of the fiscal year to allow them to approve more people (or give more interviews) and use up all of the visa numbers for the year.

You mean more so for China than for India. Because obviously there are lot of IN iwth PD in 2003-04 and hence the dates jumped back.
For the last quarter of FY08, they had spillover from EB2ROW that they wanted to give to EB2IN\CHI equally and the best way they thought about doing so was to move EB2IN\CHI in tandem.
In the first month, there is no hurry to do spillover and hence, the dates from EB2 IN and EB2CHI may differ significantly.
