OCI SFO Travisa lost my cancelled Indian Passport

I applied for an OCI (family) about couple of months ago through Travisa(SFO). I received the package back from them with OCI, however, they did not return my old cancelled Indian passport. I sent emails to Travisa as well as Consulate but have not received any reply yet. I called to Travisa (1 hour-46 minutes wait). The lady said she will look into it and bring her supervisor's attention. She said she will call back. I have not heard back from them yet.
In the worst case situation, assuming that they do not find my old passport, I suppose, nothing can be done. I do have the surrender certificate(acquired earlier) and now I also have an OCI. Do I have to have the old cancelled Indian passport for traveling or for any other consulate services?

OCI SFO Travisa sucks!! Get something in writing if possible that travisa/consulate lost your passport. It helps if these same guys happen to trouble you later

good idea. I will call back and ask if they can write me something to the fact that they cannot locate my passport.
Yesterday, I spent lot of time listening to their music on the phone- Q #39 and estimated time to connect 2 minutes(~bogus counters).
finally, some one came and after I explained my situation, she connected me again to SFO....another waiting counter........
I do not recall ever waiting for this long even at DMV....we have no choice but to go through these even after paying some hefty ~800-900 dollars.
