OCI - Copy of naturalization certificate

I read somewhere that we are not supposed to make copies of naturalization certificate.

is it true?

I am applying for OCI where they ask 2 copies of naturalization certificate.
what is the way to do it?
 
It is illegal to copy the Nat'z Certificate without "Lawful Authority", it says that right on the certificate.
Copying a certificate for lawful purposes like yours is perfectly legal and authorized.

The Indian embassy in nyc's website doesn't show that the naturalization certificate has to be submitted with the OCI application.
