The OCI Certificate of Registration states:

"This is to certify that the person whose particulars are given in this certificate has been registered as an Overseas Citizen of India under the provisions of section 7a of the Citizenship Act, 1955."

Is OCI as old as 53 years? I do recollect the media reporting a lot about "dual" citizenship in 2002-2004 time frame. Were they reporting about amendments to the act or was that an entirely different thing that went nowhere?

No The OCI is only a few years old. However the Citizenship Act was finalizedin 1955 based on the cictzenship articles in the constitution. Since that explicitly forbids dual citizenship, the OCI provision was devised under the same act in a way as to comply with the letter of the above act. Therefore OCI falls under the citizenship act of 1955.
