OCI application mailed to chicago--priority mail with signature confirmation

I mailed my application last week and my USPS status says notice left on last week Saturday. Since then I schedule redelivery 3 times but no response from post office. After many attempts I managed to talked to carrier supervisor at the chicago downtown post office and he said it "should" delivered and they don't get individual signatures from consulate.
My USPS status still says notice left. It doesn't say delivered.
Carrier supervisor says it "should" be delivered.
Did any one experience same issue where they didn't get any signature confirmation from consulate?

I am done using USPS for rest of my life where I have other choices.

Don't worry, it will be delivered. Indian consulate receives hundreds of applications every day and they are all not individually signed for. Wait a few days.
