Obtaining interview

Is it possible for a US Citizen to set up an interview for a parent in India (to obtain visitor's visa) to go to US consulate in India? Or must this be done in India only? I understand that Visa fee must be paid first prior to getting an interview date. It appears that a Visa Fee Receipt number from HDFC Bank needs to be obtained prior to requesting an interview. Is it possible to pay this fee from the US and obtain the receipt and then request interview?

The visa fee needs to be paid in person. The next step is getting an appointment. This is done online so it does not matter who does it.
