NY SESA does not issue any receipt dates till they open the case!!!

NY Processing Time

It seems that NY SWA (SESA) is going to process April 2001 RIR applications for the remainder of the year. Does this mean that it is going to take atleast 2 years for people who apply now to see any progress in their cases?
