NCSC says NYC INS might open next week only...

I called up NCSC...and i was told that the office in NY city wont open this week...only on October 1st. (even though INS web site otherwise..)..So guys call ahead and check with NCSC before you got to NY office..I plan on going only next week..

Can you please provide the phone number? I have received a letter to pick up my AP documents -- but I can not make the date they have given. I wanted to ask if I can send someone else on my behalf or whether I can go early to pick up the papers. Does anyone hava any idea about their rules? At the bottom of the letter they have provided the section where I can return the letter giving reason why I can not make that date. In that case do they send the papers home my mail?
Appreciate your help.
