Number of photos for PIO card application

It says 4 in the instructions. The application is to be submitted in duplicate. There is a place on the application to paste a photo. So my question is:
2 photos pasted + 2 more = 4 (or)
2 photos pasted + 4 more = 6
I am in the Indian Consulate New York Jurisdiction

how much time for issue of PIO

If you have any idea as to how long it takes in NY to get PIO card, pl. let me know. Where do we get the form?
 
t should be less than 3 - 4 weeks. Some times with in a week also.

Please be careful. It uses the same variable for the city where the passport is issued.
For example: If your indian passport is issued at New York and US passport at Philadelphia it won't allow you to enter these two. It assumes that both are same. I left them blank and filled with pen.
Similarly there is one more bug. It assumes the place of birth (country) and the country which issued the passport are same. In my case they were India and USA. I had to leave them blank and fill in by pen.

PIO card is not a card (like green card). It look like a passport. The picture is available at:

Can you help me to know which is the fastest way to get new US passport after getting naturalisation. Pl give me the correct link to get the printable form and placess where it can be subimmted. What expediating fees has to be paid etc. Sorry for this rather basic question, but any info would sure be of help to me. Thanks

Did you figure out the answer? I need the same information. Further, Should I enclose all the pages of the passport (including blank pages).How do you notarize all the pages? Hope one of you can help me. Thanks.

I called the consulate. After 4 attempts, could talk to someone. He was helpful Answered all my questions:

You need to submit 2 + 2 pictures.
