LIN # Confusion

I was under the impression that a case filed in 00 would have a LIN 00 and not LIN 01. Whats the scoop?
 
Calendar year for INS starts on Oct 1st

The calendar yr for INS starts from Oct 1st. From Oct 1st \'00 , it will be LIN 01; From Oct 2st \' 01, it will be LIN 02.......
