Definitely..., this occurance is not recent. At least not in NSC region. My sister-in-law took her 6 yr old daughter for a second year stampping in Denver region... Getting actual card from NSC region is un-statistical and was not predictable until recently. Two of my ex-colleauges from KCMO recieved their GC cards only after stampping was renewed on passport.
