Yes the age is a factor. Every dependent case has to be approved. Those were the olden days..., when children below 14 yrs used directly recieve GC cards at the time parents get GC stamp, but children should recieve approval papers too.
In your case, I guess it is something like this. You would have applied for GC in 2002. At the time of application, both of them would have been under 14 yrs, they need not have to go for FP, but at the time of your approval, they have turned 15 and 14, they need to get their FP done. You should recieve their FP notices from NSC. Your children would get their approval subsequently.
Less than 10 days ago my cousin from CA has informed me that they recieved their approvals including their 18 yr old dauther, but since their son has turned 14, CSC sent a FP notice.
I think their FP notices are delayed..., check with your attorney, check the LUD or call 800 number and find out. Unfortunately, 800 number customer service is useless...
If nothing works, write to congressman, and be clear that you are not trying to find out your childrens approval, you are looking for their FP notices.

In fact our I-485 ND was April '03. At that time my son was 14 and he gave FP and that was clear. Yes in my daughter's case she was 12 so FP situation was not there. Now she is 14.
One of my friend's situation is both his son and daughter were +14 at the time of filing for I-485 and when their cases(parents) were approved and stamped. But children never received approval notices nor any change in the status. Both gave 2FP.
We all filed from Vermont center. My sister's daugher and one of my friend's
sons who are below 14 at the time of filing and at the time of aprroval got cards directly. They are all from Vermont center.
We wnted to wait for some more time like 1 month and see what to do.
By that time hope we will get cards.

As a matter of fact we moved from NJ to Naperville, IL on 2nd July,
I reported change of address by filing AR11 on 26th June, called 1-800
no. and updated on 6th July and our cases were approved on 8th July.
Every thing was clashed. So much of mess like my approval letter was sent to our Attorney, my wife's approval letter came to old address and returned back and got duplicate notice on 29th July to new address. Same day we went to Chicago center at 1.30PM and got both of us stamped in our passports. Since we already took IL Driver IDs they did not ask any thing.
We all, including my children got confirmation letter from CIS about change of address.
