November Visa Bulletin?

When will the November visa Bulletin be issued?

I can't wait to be affected by the retrogression, so that I gain all the benefits which Murthy listed :D
 
It should be anytime this week.
I am hoping to see some improvement in EB3 area since they don't seem to find any 1998 PD applications to process, any thoughts?

Lets all make a guess..

My guess is that they'll again bring back the PD for EB3 to 2002. If not this month then probably next month. (also based on Murthy's talk with official of DOS)

You can laugh it off but somehow I've this feeling that it was just a temporary halt so that they can do some house cleaning & once its done they'll start from where they had left i.e. Jun2002

If I'm wrong you can laugh it off but If it actually happens, don't forget to remember this post... :D

I could have beleived you completely if they would have not put that per country restrictions!...............Still l would like to beleive you in my optimistic mood! what do you say about EB1&EB2
 
I think, there will not be any movement in PD at all. Because november bulletin is based on september data.
 
I would love to be optimistic but my experience says otherwise especially with USICS in particular with Nebaraska.

so I would like to guess how our dear Nebarska farmers are spending time during rest of the year, while itz been retrogressed.

I wish there was some kind of logical analysis to follow. As we all know, there is nothing logical about the process! It is best to just wait! You can set yourself for disappointment if you start making optimistic predictions. In my case, I'm predicting the rest of the World will go into retrogression. We are all going to be on the same boat! A big sinking boat that is :D

Well, I guess NSC use to be very slow center long back.Currently it is working better than other centers at least for EB1/EB2 cases. I-485 applications are too many at NSC.......but record indicates that they have cleared up more than others in last few months. Anyway.......Bulletin doesnot come from any center !!!!
 
Well, guys, i've little bit of logic into my views...

i've posted this earlier also...

Only 2-3 months ago there was a bulletin by USCIS & they were of the view that ..when the new visa numbers are issued in Oct '05, the Cut off dates for EB3 will be around June 02 & for EB2 & 1 will be "current" till atleast the end of the year...

Now, HOW COME, almost overnight (within 2 months),..they recalculated & come out so "OFF"...Its just simply not possible that someone can make SUCH big mistakes with the numbers.....UNLESS there is big change in some RULES...

Also, even if they had to issue visas to ONLY those people who filed before -98, they could've still done WITHOUT changing the PD back to '98. They could've halted the PD for the next 3-4 years until they clear all the pending cases till june '05. This way they could've avoided the controversy of moving the PD back by 4 years. Also I don't buy this logic that they changed the PD to stop new ppl from filing I-485 coz ppl who were eligible to file (PD earlier than Jun 02) had already filed....so i don't see a reason of moving the PD back by 4 years..

Also, as you see on Murthy.com

It's highly possible that USCIS needs 3 or 4 months to take stock of the situation and report the ground situation to DOS. In order to do this they shouldn't be encouraging any more applicants. We should see some forward movement in 2006 and this is reinforced by

Murthy could be telling all of us what we would like to hear. I don't agree with quoting her website as if she represents the truth from God :) Just something to think about

Baring few postings such as recent one murthy.com has come up with many logical postings in the past.

I hope you are right :D My experience with lawyers is that they always tell you what you would like to hear until you pay the retainer :D
 
I would not pick on Murthy.com recent posting again and again. I think the title should have red differently instead of "Benefits of Retrogression for I-485 Applicants " since they are not actually benifits for some one who waited for years together and have to wait for few more years because of retrogression.
 
My Guess for Nov 2005 Visa Bulliton for India & China,

EB1 1995
EB2 1990
EB3 1985 or your Birthdate whichever is older

We will continue to enjoy the benefits of retrogression. Meanwhile, Singles can search the suitable partner for next 10 years. I Think this period is enough to find a partner. :)
 
Optimistic

I am trying to be more optimistic. I think it will be the same for the next month or two and then it will start moving forward. EB 1 may move faster than Eb2/ EB3.

Hopefully the current suggestions for improving the situation (attached to the budget bill) will passed and things will be better.

I think that is possible :

They do a re-order of all the application that becomes "documentary OK" in the previous fiscal year.

USCIS process 485 as they become documentary OK ... this list is drawn up in the begining of the year..
say for year 2005 they would have drawn up list in Sep 2004 .. now all those guys who got past from the backlog centers have become availiable .. but they do not touch there 485 until the end of the year -- when they re-order the list.

Now there was huge clearence in 2005 .. so in Sep 2005 they all got first in the list ... so the cut-off date moved so backwards.

So I guess it will take quite sometime for the cut-off date to reach June 02.
May be couple of months if number of guys form backlog centers are not many ... or couple of years if they are many.
 
Movement Unlikely

I think it is not going to regress any further for EB3. But the forward movement is probably not going to happen until December bulletin, as they got to show some progress in next quarter.

Also I think they must have been swamped by loads of application filed recently in other categories so those dates might regress further.
