Nov RD 19 RFE case approved and stampped

Got the approval and stampped on 4/21 at Atlanta.
My best wishes to all of you and hang in there, miracle is few days away.
My question is:-
It is a VSC case..Where will the plastic card come from? TSC or VSC? and how long that will be. Also is it possible to travel outside US with stamping alone?

RFE was for employment letter and was issued on 25th March. Reply was recieved on 4th April
