My Father in-law who is a Green Card holder submitted an I130 to USCIS about 3 months ago. USCIS received the application and cashed the 355USD check. As of today May 7th, 2008, we have not receive any Notice of Action from the ISCIS to give us a priority date. Does anyone know how to contact the USCIS for case information without a receipt number? Thanks

Depending where you reside, I would immediately make an infopass appoinment and visit the local DO and speak to an officer there face to face. Make sure you take everything with you. I mean copy of your cancelled check, I-130 form, your GC and all the necessary paperwork which could come handy. Calling customer service at this stage is not going to do much. INFPOPASS will be your first step to figure out where things went wrong. It is possible that the letter somehow got lost in the mail, who knows. Atlease you will be able to find the priority date and receipt number on the day of your infopass apptt. Good luck.

I'd start with calling the 1-800 number and making sure they have a correct address. If they do, check with them whether the notice came back as undeliverable. If it didn't, you can request a duplicate notice, however, I believe there is a fee associated with that application.
