Notice Of Action for Birth Certificate???

A couple of questions for all the gurus out there.
1) Is Notice of Action (a Blue letter) the same as an RFE?
2) When filing my I485, I did send a copy of by Birth Certificate in English issued by the appropriate municipal authority. However, the certificate was issued in 1995. In response I received the following notice from INS:

"Submit the birth certificate of XXX

The birth certificate must be issued by the appropriate civil authority showing timely registration, date and place of birth, ans parents\' names.

If you submit a document in any language other than English, .....

OR

Please submit a legible photocopy of the personal data pages of XXX passport, the visa on which he/she last entered the United States, and the latest United States admission stamp in his/her passport"

Anybody out there with a similar situation or pointers to what i should do? Any help would be greatly appreciated.

That date of issue 1995 does not matter. Does it have father and mother as indicated in the passport?

To the best of my knowledge and as advised by my lawyer, the birth certificate is to be taken within a year of birth. It should have your name, date and place of birth, parents name. If it is not taken within 1 year, than you need two affidavits from your parents/relatives.
your lawyer should know better.

Question to WhereISMYGC

Date of registration of birth is a field in the birth Certificate and it should have been done within a month.
When was it registered. Was it registered at the time of birth or in 1995.
Was it the reason for RFE.
Pl. clarify.
