While we're waiting for the welcome notice and subsequently the GC, can we travel outside the U.S.? We applied for AP but welcome notice has been sent before AP was processed/approved.

No, you need a GC or a temporary I-551 stamp on your passport in order to be able to re-enter the US.

Do we simply need to visit the local office (Philadelphia) to get an I551 stamp? Any forms necessary? Are we eligible for the I551 stamp before we receive the actual welcome notice?

You can have your passport stamped at the local office if your case has been approved. They can check their system to see if it was approved, you don't need any forms.
It's a good idea to take your airplane tickets with you to show the urgency of the situation.

Check this out. When i filed for my case. I filed for 130,131 485 and 765. Now i have my green card in hand and my advance parole is still pending. I also never recieved that Welcome Letter that was mailed to me on 05/18/07, but i got my Green Card in the mail 3 days ago. i was wondering if there will be any trouble at the airport wheni try to re enter?????? Yes i do have the physical green card in hand, I am guessing the advance parole application will cancel out?

With the GC in hand, you no longer need Advance Parole or Employment Authorization Document.

Just see them as a couple hundred dollars you gave to USCIS.

Wow. They already cashed our check for I765 but not I131. Maybe we should put in a 'stop payment'.
