Not Subject to 2 Year Residency

I am currently on a J1 visa. The box on my application was checked, so it reads somewhere on the lines of 'not subject to 2 year residency in home country' .
Does this mean that after my Visa has expired, I can remain in the United States?

I still can't believe with 25 views, no one has replied?
Still I have faith that someone will.

My next question is as follows;
If my DS2019 form does not say I have to return to my home country for 2 years, do I still need to apply for a waiver?
I'm so very confused about all of this, and really could use someones help. :(

your visa is just a permission to enter the States. You can legally stay in the States until the date on your I-94 and DS-2019. Absence of HRR or 212(E) means that you are allowed to change status in the US, or apply for GC (if you have a basis) or work visa without leaving the States for two years. It does not mean that you can just stay in the US.

If you didn't receive goverment financing, didn't come here to get a medical degree and if your major is not on the list of skills for your country, then you don't have HRR. If your passport, your visa and your DS-2019 forms all say you are not a subject, then you are not a subject (although mistakes have been made before). The only way to be sure is to request an advisory opinion.
