Not many VSC EB2/India/LC-regular approvals. Why ?

I do not see many VSC EB2/India/LC-regular approvals. Many of my friends with NDs in October-November-December 1998 time frames have not received their approvals. I think VSC is currently approving only EB1 ( any country), EB2 (NIW, non-India, non-China) and EB3 (non-India, non-China).

Any Comments ?
