Not applied SSN having H1B approved past 6 months

Dear Rajiv,

I have been in US on H4 since July 2007 and I applied H1B in the year 2008 and got approved. Officially, my employer told I can start working since Oct 2008.
can you kindly throw light on the following questions
1) I didn't applied my SSN till to date (further to my employer's advice as he strongly told the market is tough to get a Job for another 1 year, therefore i followed his instructions and did not applied SSN --> Is that Okay, if I dont have SSN having H1 being approved past 6 months?

2) Now, I feel like giving a try for Job, so can I apply my SSN now and start working? Please advice!!
