From my experience, getting four copies of 'statements' and 'affidaviate' endorsement from consulate from washington DC is the easiest part of the NORI process. In addition, note that consulate keeps a copy for their reference. Once you get them, you can either take it with you and present to the concerned authorities in india directly if you are going to India.
