Is it possible to get the clearence of NORI done by myself if i am going to india on vacation without without getting four copies of 'statements' and 'affidaviate' endosement from consulate from washington DC?

From my experience, getting four copies of 'statements' and 'affidaviate' endorsement from consulate from washington DC is the easiest part of the NORI process. In addition, note that consulate keeps a copy for their reference. Once you get them, you can either take it with you and present to the concerned authorities in india directly if you are going to India.
