NORI from one consulate, waiver application to another consulate

I worked for three years (2006-2009) with J-1 visa in an institute at Tampa, Florida and applied for NORI certificates on 2008. I as well as the Indian consulate at Houston, TX received NORI from HRD, new delhi and state govt on 2009. Later, I moved to Montana on 2010 and currently working there with J-1 visa which will expire on October 2011. i have started applying for two year HRR waiver and send all the documents to San Francisco consulate to get a waiver certificate (Montana is under that consulate). but they have sent my application back and asked me to apply to Houston consulate instead. do you think Houston consulate will issue me a waiver certificate even when i do not have a Florida address anymore? can i use any of my friends florida address in this regard? i have tried by all means to contact Houston consulate but did not receive any response! i shall greatly appreciate if any body can provide me ith suggestions in this regard.

You can write a letter and post it to them.They will definitely give reply to you or call you on your mobile.I was in the similar situation.They informed me what to do?They are nice
