I am currently on a J1 and am subject to the 2 yr HRR. I started my waiver process on March 21st 2006. I got NORI from Passport office and Min. of Edu. by April 2006 end. I am currently waiting for my home dept NORI to come to the consulate. The Home dept (Jaipur, Rajasthan) told my parents that they sent the NORI to Min. of Ext. Affairs in Delhi on 25th May. I contacted the Indian consulate (Newyork) and they told me that they still havent recd my NORI from Home dept.
How much time does the NORI after processing from the Home dept take to reach from Home Dept to the Consulate?

It should not take more than a Month. It is possible that they might have sent it to some other consulate. If possible, try to get a copy from them directly or else, ask your folks to request them to send it again to NY consulate again.
Good luck!

The NY consulate got the NORI from home dept on 06/29/06...abt a month after the Home dept told my parents that they have sent it. So, it does look like the NORI from home dept takes abt that much time.
In summary, all three NORI came to the Indian consulate in 3 months. The NY consulate says that they will forward it to the Indian embassy in Washington in 1 week. Any tips there and for further processing?

Generally you will get a copy of consulate letter. If you do not get one within 15 days, try calling them again and also make sure that your case number are entered correctly!
Good luck!
