Non-US degree, 3rd h1b stamping (re-validation) in vancouver

Suggestions please,

I'm in US since 2000 Jan, my current h1b visa in passport expired on Jan 1st week so I booked appointment for h1b revalidation in vancouver, canada on feb 11th. My plan is to go to chennai first but it's taking almost 3 months from now to get an appointment. Have following questions, it would be great to get advice from this forum before I go for stamping..

1) trying for third visa stamping (first 2 got in chennai), my degree (BE-ECE) is from India... will that be a problem? some friends in this forum says this issue will be only for first time h1b stamping in canada?!

2) my visa in passport expired, i've valid AP (filed my 485 few months back) so if the consulate rejects/says it will take more time for stamping..can I return back to US using AP?

3) i have canadian PR, will that be an advantage anyway for the degree or security clearance issue?

I got my Third time stamping done successfully from Toronto on Jan 19 and even I got no US degrees at all. All I also believe that education really deoesnt matter when its a case of revalidation.
However, i do have evaluations of US equivalency which I did carry with me but they werent required at interview.

I am sure about your Canadian PR
