Hello,

This is regarding non-availability certificate, as i don't have my birth certificate.What is the format for this? does it need to be on specified letter head as when my father went to get the letter the official said he'll type on a white paper that i don't have a bc, sign and stamp the nonavailability and give it that paper to my father. Is this enough or should it be on specified letter format.

What did he mean by "white paper"? The non-av certificate is issued by the same authority who are supposed to issue birth certificate. So, that "white paper" needs to have some kind of evidence that it was issued by the SAME authority. It can be either in their official letter-head or it has an official seal (rubber-stamps) OR both.
Fprmat is not so important as long as it mentions clearly that they don't have your date of birth record and therefore they cannot issue a date of birth certificate.
