NON-AVAILABILITY of BC not in English.

I have got RFE for Birth Certificate. I am from India. I am trying to get NON-AVAILABILITY of BC thru yourmaninindia.com from northern state of india. They have got it but that is in Hindi language.

Did anybody has received this or any other kind of certificate in language other than English?
If so, How did you submit it?

Mine was in Telugu. I sent it along with a notarised english translation that I wrote myself. It worked fine.

In my case everything on the non availability certificate was in english except for my name. I sent a translated notarized copy of the certificate and I got approved without any RFE

Help!!!

What is the option if the authorities does not give, Non availability certificate.
What can be done in that case. I am trying to get the certificate for my wife and in their city the guy who is suppose to issue it is not doing it and also not giving any reason. Is there any other option. Please help.
