non avail cert !! Please help

Hi all,
       my friend applied for 485 at CSC in July but did not submit BC,he gave 2 affidavits from his parents ,will not giving Non avail cert cause a RFE ?? Any similar cases ??

My lawyer told me you need to have Non avaliablilty certificate

This is the offical certificate which INS recognize. Affidavits from parents or family members are supporting documents.
Need to have NAC from your local officals.
