No September interviews in Europe, Oceania and S.America?

According to the current visa bulletin the numbers for Europe, Oceania, and S.America are not increased at all in September.

Does that mean no interviews in 3 continents in the last dvl month?

I called KCC and a lady said they are still waiting for data from embassies around the world, and maybe the number cutoffs are not final, so check back August 15 to make sure.

What do you guys think? Is there a chance the numbers get higher?

I'm a little above the European cut off, and i'd like to know if i should get the documents needed for the interview, or there is no chance at all

Man it is confusing and sad. EU, to be honest, is already doing very well. If there is a small adjustment in August it will be small. OC and SA are ore likely to get a useful adjustment (but even then, small, not big jumps).
